The 2017 SDUSA Youth Fastpitch State meeting was held on January 28, 2017 in Pierre SD.
Meeting was called to order by President Dan Roskup and JO Commissioner Carol Pipgras.
Introduction of JO Board members and guests was completed. There were 23 in attendance.
Old Business that was covered included information on scholarship applications. Applications have been sent out to the schools, only 3 applications have currently been received. Scholarships will now be awarded once the student has completed the first semester to ensure the scholarship money is going to the correct school of choice. The application deadline form will be changed to an April 1 deadline.
Classification issues from 2016 state tournament were brought to everyone’s attention. 94% of those responding to the questionnaire like the current classification system. Classification system will be left as is with continued involvement of local leagues and board members.
Under new business, the restructure of the regions was discussed. SD is now in Region 8 along with MN, ND, Mpls Metro and Wisc.
Hall of Fame applications are being accepted. Please make certain when nominating that the nominee meets the criteria for induction. The nomination form will be revamped for ease. Hall of Fame meeting will be Oct 14 in Rapid City.
LeRoy Zafft discussed the rule changes:
U8 National Tournament to be held in 2017
Length of catcher’s box will change from 7’ to 10’
ADA rules apply – ie. Interpreter can be on the field for a hearing impaired player
Time limit starts at the beginning of the first pitch of warmups
Riz will be seeking clarification on the on deck circle rule
Carol brought to the attention of attendees that the sale and serving of alcohol is now allowed at youth events. However, this will not be approved for SD sanctioned tournaments.
To have tournaments listed on the state website, please remit payment of $3 per team to State Office. Discussion was held on the possibility of having on line registrations for tournaments.
Registration for the Sioux Falls Umpires will be March 9 at 6 pm at Oyate Community Center and March 11 at 1 pm. The free umpire clinic will be held in Sioux Falls on April 29 at The Core located at 717 N Kiwanis Ave.
State Umpire School will be held April 8 & 9 at The Pentagon in Sioux Falls for a cost of $70. All organizations are asked to assist in the recruitment of new umpires throughout the state. Background checks are mandatory for all state, nation qualifying and national tournaments. One coach must be ACE certified and all bench personnel must have background checks.
The Grant Program is still in place for request by teams/leagues. The grant is available for $1,500 to $3.000. State Tournament for 2017 will be held July 14-16. No releases will be given out after the July 1st deadline.
Tournament USA will be used for the state layout. The draw for State Tournament will be held at Lewis Drug Corporate office on July 5 at approximately 5:30. No refunds will be made after the draw has taken place.
MANDATORY that every coach check in at tournament headquarters before their first game. Sport checking of birth certificates will be done at this time.

Discussion was held on coming up with ideas for a lecturers and clinicians for a coach’s clinic. Need to address the who, what, when and where.
Donations were made to the scholarship fund and Hall of Fame. Financial assistance will be given to the 17 umpires that will be going to the UIC clinic in OKC.
Replacement personnel and restructuring of the board was announced. John Weise will be resigning his position after the state tournament this year. If you know of anyone who may be interested in filling this spot, please let me know immediately. Larry Masterson and Aaron Davis have been appointed to the state board, assisting with league classifications and numerous other state duties.
